Mastering out pull-throughs

I've got to master to tape some pull throughs. I haven't come across them before so while I have a sheet of tech specs I thought would see if anyone could clarify some things for me:

I've been told to lift the blacks 15%. But in actual fact I'm raising the floor of luminance values by 15%. Am I on the right track?

Once its been animated should I just use the levels control in AE and bring the floor up until I hit the mark on my waveform monitor?

Anyone got any "gotchas" from their experiences making them?
