Subtitling & Closed Captioning Systems

At SBS we still used a DOS-based subtitling system by SCAN TITLING of Sweden. We hope to upgrade and one of our number is saying vey positive stuff about a German system called FAB. Does anyone have experience of this or any other friendly/flexible sub-titling systems....software or hardware or both?

BTW...I'm attaching an ASCII file out put by our scan system. I would like to be able to turn that into an EDL for common linear controllers. I would like the "BLOCK#" to become the event number, the subtitle text to be discarded and the in and out timecodes to be repeated identically for the source reel and player. I have tried a number of ways (in EXCEL of course) and have only got so far. Might anyone out there have this certain genius or know of a utility that might achieve it for me? (note the single dot instead of colon that SCAN puts before the frames digits....aesy fix I know but necessary)
