FCP keyboard layout grief

How the hell do I get my keyboard layout from a laptop to import into another machine with a full sized KB?? The normal export/import won't work because the keyboards are "different".

It might not be the fact that it is a laptop going to a full size keyboard. More that it is a bug in FCP. To get my settings to import into another system here's what I do.

Open the keyboard layout. Unlock it. Reset it. Import your settings.
This works every time for me. Just trying to import it never works.
